In 1957, the president's advisory committee on weather control explicitly recognized the military potential of weather-modification, warning in their report that it could become a more important weapon than the atom bomb. However, possible legal consequences arising from the deliberate alteration of large storm systems and 1977 UN resolution prohibiting the hostile use of environmental modification techniques impeded any official military weather-modification operation which could produce widespread, long-lasting, or severe effects.

 

2025 is a study made on the request from the chief of staff of the US Air Force to examine the concepts, capabilities, and technologies the United States will require to remain the dominant air and space force in the future and presented on 17 June 1996. Although it states that the views expressed in it do not reflect the official policy or position of the United States it clearly outlines a strategy for the use of a, at the time, future weather-modification system to achieve military objectives in the war caused by the irreversible global climate, demographic, social and economic trends. 

This paper states that achieving necessary weather-modification capability in the next 30 years will require overcoming some challenging but not insurmountable technological and legal hurdles and it focuses primarily on localized and short-term forms of weather-modification and how these could be incorporated into war-fighting capability. 

 

 

Graphic above describes proposed military system for weather-modification control as shown in the above study, whose full text is available by clicking on the image. Functioning of this system is easily understood if the meaning of abbreviations is known. CINC means Commander in Chief, GWN is Global Weather Network, and WX MOD means weather modification. On seeing it my first impression was a strongly personal one, to put it mildly (it just happens that I do not believe in coincidences). The green shape in it's bottom right corner, labeled as cause-effect, has geographical shape of ex Yugoslavia. 

Primary areas discussed in document include generation and dissipation of precipitation, clouds and fog, modification of localized storm systems, and the use of the ionosphere and near space for space control and communications dominance.

Given examples state that with precipitation enhancement enemy lines of communication could be flooded, storm enhancement can deny their operation capability, with precipitation denial drought could be induced, using adequate airborne agents disruption of communications/ radar can be induced or with fog and could removal enemy forces could be brought in the open among other things. With opposite actions friendly communications could be improved, operations environment and enemy transmissions controlled or concealment in the fog or under the cloud layer improved.

 

Simpler part of this goals can be achieved by stabilizing, or to put it bluntly, killing local wind patterns using selective control of surface insolation and urban waste heat generated vertical airstreams. For this purpose airborne sprayed moisture absorbing or dispersing (precipitation) aerosols can be applied. Such stabilized atmosphere allows formation of stationary cloud layer whose water vapor content is effective at blocking much of the UV/IR/visible spectrum. This means that using artificially generated cloud cover nuclear submarines or surface ships can be shielded form satellite visual as well IR detectors.

 

 

 

Good example of this technique is visible on the above image of the Adriatic sea captured from NOAA weather satellite on 11-27-2000, showing Croatia with town of Rijeka, it's Kvarner bay and Istria peninsula on each image top right and Italy peninsula in their center. Left image was taken in visible spectrum and image on the right in infrared. As on this day the sky over Rijeka was perfectly clear, without any visible clouds, chemtrails or chemclouds, difference in clarity of this images gives fair idea regarding usefulness of airborne moisture in IR shielding. If cloud cover is artificially enhanced, as on this day was the case with cloud layer in the front of the Italian western coast (long parallel lines are chemtrail generated clouds), then usefulness of moisture leaden clouds in shielding the battlefield from satellite monitoring in IR and visible wavelengths is easily perceivable.

Judging from the close encounter of the third kind which has occurred in December 2000 in RIijeka region, this technology is already used for the USS nuclear ballistic submarine shielding.

One curious moment stems from the comparison of some images taken in visual and IR spectrum. It could be expected that barium oxide enhanced clouds, being capable to bear more moisture than natural clouds can in the same conditions, make better shield in infrared spectrum also. However, judging from some cases it seems that this is not always so. Comparing the visual and IR images taken by the NOAA on 11-12-2000 it can be seen that the Croatian Istrian peninsula is visible in IR although appearing covered by the cloud layer in visible spectrum (the same page shows possible precipitation denial in progress also).

The explanation for this could be that clouds were containing much more chemtrail powder than usual, additionally obstructing ground visibility. It shows the possible way of detection of chemtrail sprayings on global scale.

This revels the other, for military even more important, chemtrail sprayings practical use.

 

Short article in Popular Mechanics on July 1996 announced existence of system called Variable Terrain Radio Parabolic Equation. In the article was stated that the VTRPE shows pilot what nearby radar systems can and cannot see under different terrain and atmospheric conditions using bands of different color generated by signal-curtaining inversion layers. At the time it was forecast that, because of high computing power requirements which are necessary to sustain needed real-time imagining, a cockpit-size system shall be available only within 10 years.

If for chemtrail sprayings are applied cloud-seeding agents of metallic origin, as barium oxide is, then their continuous seeding, resulting in specific, low  floating cloud ceiling which is electrically more conductive than the air bellow it, creates inversion layer allowing special radar signal reflection (similarly as ionosphere does with radio waves) which processed with sophisticated computing system could allow passive and active over-the-horizon radar capability. 

Furthermore, such layer, as well as atmosphere below it, rich with barium hydroxide which is continuously precipitating from the bottom of the chemclouds, could be selectively energized with microwaves to inhibit operation of opposition's monitoring and targeting radars localy.

As computer processing capacities rise exponentially and ships, such as USS SAIPAN is, have all installation space one may require, it would not be a great surprise if this and other US ships are already equipped with adequate systems.

 

This sheds a whole new light on local, 20 days maintained cloud cover. USS SAIPAN and it's escort vessels were shielded from the view of opposition. This should be read as Russia and China.

 

Visits of two further US Navy battle groups, USS NASSAU and USS KEARSARAGE, to port of Rijeka in 2001, have confirmed all conclusions made herein. The strength of this conclusions was such that, in April 2001, US Navy has decided to move their operations to nearby Slovenia, never to return again. 

It was said that this decision was maid adhering to their standard practice.
